To be responsible for government routine work, and comprehensive work related to development and reform, key projects, major programs, legislative affairs, human resources and social security, taxation, statistics, work safety, institutional organization, administrative approval services, reception, letters and calls, public resources trading, government transparency, industrial parks, housing fund, e-government, liaison of offices stationed abroad, airport construction, development zone, people¡¯s armed force, management of counterpart support projects related to Tibet Autonomous Region, finance, securities, insurance, proposals from the Yueyang Municipal People¡¯s Congress and the CPPCC Yueyang Committee, and to assist in work related to finance and auditing.

Be in charge of the Yueyang Municipal People¡¯s Government General Office (Administrative Approval Service Bureau), Development and Reform Commission (Fishery Supervision and Administration Office of the Yangtze River Basin), Human Resources and Social Security Bureau, Statistics Bureau, Institutional Organization Bureau, Research Office, Finance Office, Petition Bureau, Public Resources Trading Center, Yueyang National Investigative Team, Governmental Affairs Service Center, Housing Provident Fund Center, People's Bank, Banking Insurance Regulatory Branch, Taxation Bureau, Sanhe Airport Company, Liaison Office in Beijing, and Liaison Office in Shanghai. To assist in charge of the Finance Bureau and the Audit Bureau.

To liaise with the Yueyang Economic and Technological Development Zone, the Yueyang Municipal People¡¯s Government Foreign Affairs Office, Hong Kong and Macao Affairs Office, the military institutions stationed in Yueyang, the branches of policy banks and commercial banks in Yueyang, and the insurance branch companies in Yueyang.

From September 2008 to May 2013, he was a vice president of the Hunan Federation of Trade Unions and member of its CPC Leadership Group;

 (From December 2009 to March 2010, he studied the Business Administration Course at Old Dominion University, Virginia State, United States);

From May 2013 to July 2013, he was a member of the CPC Changde Municipal Standing Committee;

From July 2013 to April 2016, he was a member of the CPC Changde Municipal Standing Committee, and secretary of the Changde Municipal Commission for Discipline Inspection;

From April 2016 to January 2018, he was a member of the CPC Yueyang Municipal Standing Committee, and secretary of the Yueyang Municipal Commission for Discipline Inspection;

From January 2018 to May 2019, he was a member of the CPC Yueyang Municipal Standing Committee, secretary of the Yueyang Municipal Commission for Discipline Inspection, and director of the Yueyang Municipal Commission of Supervision;

From May 2019 to present, he was a member of the CPC Yueyang Municipal Standing Committee, executive vice mayor of the People¡¯s Government of Yueyang City, and deputy secretary of the CPC Leadership Group.
