Hunan to Promote Non-ferrous Metal Resources Comprehensive Recycling
The General Office of the Hunan Provincial People¡¯s Government recently issued the "Several Policies and Measures for Supporting Industrial Chain Extension and Development of Non-ferrous Metal Resources Comprehensive Recycling". The move aims to ensure the strategic security of the national non-ferrous metal resources and promote clustering, high-end, and green development of the sector in Hunan.
The policies focus on the intensive processing industry chain of the four types of renewable metal: reclaimed copper and aluminum; steel; tungsten and cobalt; and, precious metal. Cities, county-level cities, prefecture, and districts are encouraged to attract leading intensive processing enterprises in the four industrial chains. Besides providing a reward of 50% of the incremental provincial added-value tax and corporate income tax of the year, the provincial financial authority will increase subsidy to cities or county-level cities with key industries. The money will be used for extending and developing industrial chain for non-ferrous metal resources comprehensive recycling.
A national bulk solid waste (industrial solid waste resource) comprehensive recycling demonstration base will be built, and a batch of provincial-level industrial solid waste comprehensive recycling demonstration bases (industrial parks), enterprises, and projects will be fostered. The provincial financial authority will reward new demonstration bases and projects that are upgraded to national or provincial level.
Relevant leading enterprises will be given preference to join Hunan's core enterprise directory for industry chain supply chain finance. Coordinated efforts will be made to obtain direct investment from the National Green Development Fund or establish a green development sub-fund in Hunan, so as to secure greater support from the Hunan provincial emerging industry fund to the non-ferrous metal sector. The provincial financial authority gives a certain percentage of rewards based on investment amount to fund companies that have achieved remarkable results in supporting industrial development.
A ¡°white list¡± system will be implemented to streamline approval procedures for trans-provincial transfer of hazardous wastes according to corporate credit record and environmental risk controllability. The reform for separating operating permits from business licenses will be advanced. Intensive processing enterprises involving the four industrial chains mentioned above will obtain resources in a timely manner for comprehensive recycling of raw materials.
Hunan Province strives to achieve an annual output of 20 million tons of non-ferrous metal resources comprehensive recycling industry by 2025, with an annual output value of 200 billion yuan and an annual tax revenue of 10 billion yuan. There will be 3 to 5 leading enterprises, each with a tax payment of 500 million yuan.
