Covering a total planning area of 23.6 square kilometers, the Chenglingji Harbor Industrial New Area is located in Yunxi District of Yueyang City, Hunan Province. It is a harbor-based (Chenglingji Port) economic belt represented by such leading industries as logistics, warehousing, processing trade, modern equipment manufacturing, new building materials and fine chemical industry.

Boasting obvious geographic and transportation advantages, the Area is situated at the junction of Hunan, Hubei and Jiangxi provinces, bordering the Yangtze River, linking the Dongting Lake and connecting Hunan’s four branch rivers (Xiangjiang River, Zijiang River, Yuanshui River and Lishui River). It is hailed as a blessing land for investment along the Yangtze River Economic Belt and Beijing-Guangzhou Railway Economic Belt, a strategically important area for the Yangtze River Delta Economic Zone and the Pearl River Delta Economic Zone to move westward and northward, as well as the center of Changsha-Zhuzhou-Xiangtan and the Great Wuhan City Clusters. The Chenglingji Port within its confine is one of the 28 inland main hub ports, a national category-1 port for opening up, the only port along the Yangtze River in Hunan and an important shipping transfer station between Yangtze River and Xiangjiang River. The seagoing vessels with a capacity of 5,000-metric tons can go directly to the port during dry seasons. Suizhou-Yueyang Expressway, Beijing-Zhuhai Expressway, 107 national highway, S201 and S301 highways, as well as Beijing-Guangzhou Railway and Wuhan-Guangzhou High-speed Railway stretch across the city.In February 2009, the Area was successfully included in the lakeside demonstration zone of “Two-Oriented” (resource-saving and environment-friendly) Society Construction in Changsha-Zhuzhou-Xiangtan City Cluster.

According to the overall planning, the Area includes five zones, namely, public supporting service zone, port shipping and logistics zone, port supporting processing zone, building materials and chemical industry zone and fine chemical industry zone. It is the ideal place for developing port logistics industry of port shipping, integrated logistics and warehousing, port supporting industry of processing trade, high-tech products & advanced machinery manufacturing and deep processing of primary agricultural commodities, as well as traditional advantageous industries of new building materials, thermoelectricity, papermaking and fine chemicals.

The Area and its surroundings boast a solid industrial foundation. Hunan’s top ten landmark industrial enterprises which set up within or nearby the Area include SINOPEC Changling Company, SINOPEC Baling Company, Huaneng Hunan Yueyang Power Generation Co., Ltd. and Tiger Forest & Paper Group.
