Hunan Sees Increased Scientific and Technological Innovation Strength

High-tech enterprises are the main force supporting regional high-quality development. The Hunan Provincial Department of Science and Technology announced on January 10 that Hunan¡¯s high-tech enterprises have been increased to 8,621 after five years¡¯ efforts. The figure was more than four times of that at the end of the "Twelfth Five-Year Plan" period. The added value of the high-tech industry reached 947.289 billion yuan in 2019. Hunan has taken the lead in overcoming the adverse effects of the COVID-19 epidemic and saw a strong rebound in this sector in 2020. In the first quarter of 2020, the added value of the high-tech industry increased by 9.2% over the same period last year, 6.6 percentage points higher than the GDP growth rate. In 2020, the R&D investment of the whole society continued to grow, and the input intensity is expected to increase to 2.1%.

During the ¡°13th Five-Year Plan¡± period, Hunan¡¯s scientific and technological front focused on building a scientific and technological innovation base with the Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone as the core, to improve the scientific and technological innovation system. A comprehensive scientific and technological innovation pattern is taking place to facilitate the building of Hunan into an innovation powerhouse. Hunan was commended by the State Council for four times for its solid progress made in scientific and technological innovation in the past four years, which ranked second nationwide.

Hunan¡¯s comprehensive strength of scientific and technological innovation has been enhanced significantly by taking the following measures:
--promoting key indicators;
--tackling key core technologies; and,
--integrating national strategic sci-tech forces into Hunan¡¯s development.

R&D input is one of the important indicators to ensure the vitality of regional scientific and technological innovation. Hunan has implemented an action plan to increase R&D input from the whole society. In 2019, Hunan¡¯s total R&D investment reached 78.716 billion yuan, with the investment intensity increased from 1.43% to 1.98%. The growth rate ranked second in the country and first in central China. Hunan became the only province in China with both investment and intensify rankings increased simultaneously.

Hunan has also taken the lead in the world in some innovations. A number of internationally advanced major products have emerged in the field of equipment manufacturing. This has promoted the independent development of key technologies in the fields of new generation information technology and new materials. Hunan won 97 national science and technology awards from 2016 to 2019, ranking top in the country. The transaction volume of technology contracts, which reflects the vitality of the technology market, has increased significantly for years. The transaction volume reached 73.595 billion yuan in 2020, seven times higher than that of 2015.

As the hub of scientific and technological innovation in Hunan, the Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone has achieved remarkable results. As of 2019, the total income of technology, industry and trade in the zone reached 2.12 trillion yuan, an increase of 2.26 times compared with that of 2014. The zone¡¯s high-tech enterprises accounted for 48% of the provincial total, and its R&D investment input was 1.47 percentage points higher than the provincial average. The zone¡¯s main economic indicators maintain an average annual growth rate of more than 10%, and the zone has been approved for national adjustment and expansion.
