Key Reform and Innovation Tasks Launched to Support Xiangjiang New Area Development
Recently, the General Office of the Hunan Provincial Government has issued the "Implementation Opinions on Supporting the Xiangjiang New Area in Deepening Reform and Innovation and Accelerating High-Quality Development". Twelve key tasks have been mapped out to boost the development of these two new regions¡ªYueyang¡¯s Xiangyin and Xiangtan¡¯s Jiuhua.
Xiangjiang New Area will focus on its strategic positions of "a high-end manufacturing R&D transformation base, and an innovative and creative industry cluster area; a new urbanization demonstration area integrating industry and urbanization; a leading area for the construction of a ¡°Two-oriented¡± (resource-saving and environment-friendly) Society in China; and, an inland opening-up hub in the Yangtze River Economic Belt. It will build itself into an important national advanced manufacturing industry base; a technological innovation highland with core competitiveness; and, an inland reform and opening-up hub.
The 12 key tasks are:
--Strengthening planning guidance and constraints;
--Building a technological innovation highland with core competitiveness;
--Attracting innovative elements to Xiangjiang New Area;
--Strengthening the tackling of key sci-tech problems and achievement transformation;
--Building an important national advanced manufacturing industry base;
--Accelerating high-end modern service industry;
--Creating first-class business environment;
--Fostering an inland reform and opening-up hub;
--Building modern smart eco-city;
--Exploring high-quality urban governance methods;
--Establishing streamlined and efficient management and operation mechanisms; and,
--Increasing financial support.
A high-quality development plan will be formulated for the Xiangjiang New Area, to lay out the construction of Xiangyin and Jiuhua with shared policies, coordinate in working out plans, industrial layout, project access, major infrastructure construction, production factor guarantees and policy support, and unify assessment.
