Hunan Issues Criteria for One Step Approval Process

On July 21, a press conference on the Criteria of Hunan¡¯s One Step Approval Process is held in Changsha.

The Hunan government published 15 criteria for its One Step Approval Process on July 21. These local standards were formulated based on plenty of reform experiences gained and measures taken since March 2019. It is hoped that through streamlining administrative procedures, business environment will be improved, and enterprises and residents will acquire a stronger sense of fulfillment and happiness. 

Hunan initiated the reform of One Step Approval Process in March 2019, covering a total of 227 administrative matters. By the end of this June, more than 405 million items of administrative approval were handled.

Data showed that the reform helps remove more than 70% of approval procedures, cut 60% of application documents, and reduce 80% of processing time. In a third-party evaluation of Hunan business environment, 99.7% residents were satisfied with the reform which offered them more efficient and convenient governmental services. 

Xiang Shicong, member of the CPC Leadership Group of the General Office of the Hunan Provincial People¡¯s Government and director of the Hunan Provincial Administrative Management Service Bureau, stated that the criteria will help improve the reform with specific rules, and turn its strength into more effective governance.

There are 15 criteria for One Step Approval Process.

The 15 criteria for One Step Approval Process include a general rule, administrative matters, descriptions on a checklist for preparing application materials, administrative approval, multi-agency services, and delivery, said Li Ding, chief engineer of Hunan Market Supervision Bureau.

Reform measures have been replicating and applying in 192 cities nationwide.

The reform has been included in the State Council¡¯s work on streamlining administration, delegating power, and improving business environment in 2020. Reform measures have been replicating and applying in 192 cities and 13 provinces.
