The People¡¯s Government of Hunan Province and the Tencent Holdings Limited signed a framework agreement on deepening cooperation in Changsha on August 6, 2019. Xu Dazhe, CPC Hunan Provincial Committee deputy secretary and Hunan governor, met with Ma Huateng, Tencent chairman and CEO. They later witnessed the signing ceremony together.

Xie Jianhui, CPC Hunan Provincial Standing Committee member and executive vice governor, and Qiu Yuepeng, Tencent vice president and Tencent Cloud president, signed the agreement on behalf of both sides. Wang Qun, Hunan government secretary general, also attended.

According to the agreement, Hunan and Tencent will further promote the ¡°Internet Plus¡± action plan, create an ¡°Internet Plus Industry¡± innovative development environment, and work together on Internet and Hunan¡¯s integrated development in economic and social fields.

Governor Xu Dazhe said that Hunan recently has attached great importance to the Internet industry development. It has taken the Changsha-Zhuzhou-Xiangtan City Cluster, Yuelu Mountain National University Science and Technology Town, and Malanshan Video Cultural and Creative Industrial Park as the leading forces, focused on building a 5G application industrial chain with Hunan¡¯s characteristics, and promoted deep integration of the Internet, big data, artificial intelligence, and real economy.

He believed Hunan and Tencent share solid foundation and broad prospects in cooperation. Both sides should give full play to their respective advantages, continue to deepen government-enterprise collaboration, and promote the integrated development of Internet with the sectors of cultural creativity, energy, tourism, medical care, education, transportation, intelligent manufacturing, urban construction, and government services. This would add digital economy driving force to the strong enterprise establishment, ¡°Little Giant¡± enterprise cultivation, service-oriented government building, and thus contribute to Hunan¡¯s high-quality development.

Ma Huateng remarked that in recent years, Hunan has actively promoted smart government, city, and industry construction with remarkable results. In the future, Tencent will take its scientific and technological advantages to promote Hunan's industrial digitization and smart government construction. It will make Changsha a national digital model city and contribute to Hunan's economic and social development.

Tencent also signed a strategic cooperation framework agreement with Hunan Chasing Financial Holdings Group.
