Chinese residents, with Yueyang or nonlocal household registration, are able to apply for passports and ravel permits at the exit and entry management department at every public security sub-bureaus across Yueyang since April 1, 2019.

Xiong Tongjun, a Hubei native working in Yueyang, spent only 10 minutes finishing the whole process for his travel authorization to and from Hong Kong and Macao, including filling forms, taking photos, and payment, on April 8. Without the new policy, Xiong would have to spend at least two days going back to Hubei for application.

Li Linna, population and entry and exit manager of the Yueyanglou District Public Security Sub-bureau, stated that, according to the National Immigration Administration, Chinese citizens residing on the mainland will be able to apply for passports and travel permits at every exit and entry management department across the country since April 1, 2019. The travel permits refer to travel authorization to and from Hong Kong and Macao, as well as permits to visit Taiwan for individuals and tour groups.

The streamlined entry and exit permits application process would take only 10 minutes, and only a credit card of the applier is needed, Li said. In the first week, 50 entry and exit permit applications have been handled.
