Hunan¡¯s Budget and Account Information Transparency Ranks 1st Nationwide
The Chinese Ministry of Finance published the rankings of local governments¡¯ budget and final account information transparency in the previous year. Hunan tops the rankings, according to the Hunan Department of Finance.
The ministry examined the 2017 budget and 2016 final accounts of local governments and departments, in terms of integrity, detailing, timeliness, modes of information transparency, and authenticity of the financial revenue and expenditures. The examination result shows that Hunan has nearly 100% budget and final account information being publicized.
Hunan publicizes the budget and final account information in a standard, systematic, and regular way. The Operating Instruction of Hunan Province on Budget and Final Account Information Transparency was formulated, to standardize the contents, extent, and modes of the publicized information. Except for the specified classified information, all budget and final account information should be publicized. Five processes of special fund management should be publicized, including management method, application notification, assessment result, distribution outcomes, and performance evaluation, so as to push standard administration.
Hunan established an ¡°internet + supervision¡± platform to enhance information transparency of the people¡¯s livelihood fund. Related policies, fund and subsidy allocation, project progress, and villages¡¯ financial revenues and expenditures, are supervised on the platform. Since the platform operated in November 2017, it has publicized the information of more than 100 billion yuan fund for provincial, municipal, and county level people¡¯s livelihood projects.
