Hunan to Improve Household Waste Treatment

Recently, the "Notice on Further Enhancing Construction of Urban Domestic Garbage Incineration Facilities (the Notice in short)" was jointly released by the Hunan Provincial Department of Housing and Urban-Rural Development, the Development and Reform Commission of Hunan Province, the Hunan Provincial Department of Land and Resources, and the Hunan Provincial Environmental Protection Department.

The Notice was formulated in accordance with the plans by Chinese ministries and commissions and approved by the Hunan Provincial People's Government.

By 2020, a batch of new and upgraded domestic garbage incineration facilities will be compressively built in thirteen cities and one prefecture, to help convert the waste into electricity and improve household waste treatment in urban and rural areas.

Household waste will be disposed exactly as required by inspection requirements on environmental protection in five RD hydrothermal degradation treatment plants. Urban household waste incineration capacity in prefecture-level and county-level cities will account for more than 50% of the total treatment capacity.

The Notice also pointed out that the province would intensify policy support on waste-to-energy conversion facilities construction, which will be included into provincial key projects. Supporting priority will be given to demonstration projects that have applied for national and provincial public-private partnership (PPP) in this regard, and those investment projects that would be financed by the central government budget.
