New Port Policy Takes Effect Since September 1

Since September 1, 2018, the first-class open port of Hunan Province has implemented entry-exit border inspection online application procedures for vessels navigating international voyages.

Yueyang Port is currently the only first-class river port in Hunan. For a long time, foreign trade and shipping companies have had to submit paper sheets to border inspection, customs, maritime, and other joint port inspection units when they enter and leave Yueyang Port to declare entry-exit procedures for international navigation vessels. Their staff had to shuttle between different inspection units several times¡ªwasting time and labor.

With the new policy, foreign trade and shipping companies may report the entry-exit ships and crews to the Yueyang border inspection station via the public security authority entry-exit online service platform and a ¡°single window¡± for international trade. There is no need to submit the ¡°General Declaration Form¡±, ¡°Crew List¡±, ¡°Passenger List¡±, and other paper documents. A ship may start operation when it arrives. This will save a lot of time formerly spent on border inspection procedures and other costs, facilitate trade, and improve customs clearance efficiency and enterprise benefits.
