Part I Work Review

Achievements in past four years:

1. A Leap-forward Development in Yueyang’s Economy

Comprehensive strength ranked 2nd in Hunan; municipal GDP reached 300 billion CNY;

Industrial structure was kept optimizing; industrial structure ration was adjusted to 10:48:42;

There were 4 rural commercial banks established and 5 joint-stock commercial banks introduced;

Rapid development was achieved in modern agriculture.


2. Further Deepened Reform and Opening-up

It’s the only one prefecture-level city in China that has 6 national-level port platforms;

There were 4 direct and relay flight routes opened;

Port container throughput reached 294,000 TEU in 2016;

Total import and export volume doubled over the year of 2012.


3. More Beautiful Urban and Rural Areas

There were 51 major transportation projects with a value of over 100 million CNY implemented;

There were 5 new expressways, with a mileage of 254 kilometers built and 29 trunk roads, with a mileage of 635 kilometers built;

Urbanization rate of permanent residents reached 55.5%;

There were 71 major city construction projects with a value of over 100 million CNY carried out;

Forest coverage and the rate of good air quality reached 45.3% and 77.3% respectively.


4. A Happier Life

Per capita disposable income of urban and rural residents hit 27,521 and 13,143 CNY respectively;

The realization degree of a comprehensive well-off society registered 94%;

There were 223,000 new jobs in urban area created; 238,000 rural labor force shifted employment;

There were 176,000 indemnificatory/social housings completed;

There were 62 schools in towns newly built, restored and expanded; 488 qualified schools for compulsory education built; and 173 rural state-run kindergartens completed;

County-level social welfare center coverage hit 100%;

Mass fitness facilities coverage reached 84.8%;

There were 513 new energy buses updated


5. A More Sound Democratic and Legal System

Part II Major Targets in the Next Five Years:

1. Comprehensive Competitive Strength is Significantly Strengthened.

Municipal GDP reaches 500 billion CNY in 2021 and per capita GDP over 10 thousand USD;

Major economic indicators accounts for around 12% of the provincial total.


2.Economic Efficiency is Significantly Improved.

Industrial structure ratio is further optimized;

Park industry accounts for over 70% of scale industry added value;

Technological improvement contribution rate reaches over 60%;

High-tech industry and private economy account for 23% and 67% of GDP respectively;

Import and export volume totals 5 billion USD;

Container throughput hits 400,000 TEU.


3.Surroundings in Urban and Rural Areas is Significantly Improved.

Urbanization rate of city permanent residents and household registered residents reach 60% and 40% respectively;

Million GDP energy consumption decreases 15%;

Rate of good air quality and forest coverage remain over 83% and 45.3% respectively;

Over 200 beautiful villages are completed.


4.People’s Livelihood is Significantly Improved.

Per capita disposable income of residents reaches 30,000 CNY;

Urban registered unemployment rate is controlled within 4%.


5. Social Civilization is Significantly Improved.


Major Prospective Targets:

GDP increases around 9%;

Scale industry added value grows 8%;

Fixed-assets investment grows 16%;

Total volume of retail sales of consumer goods increases 12.5%;

Public fiscal budget revenue grows around 10%;

Per capita disposable income of residents increases 9%;

Leading the way in building a comprehensive well-off society in Dongting Lake Rim Region.

To enhance poverty alleviation;
