Work Review:

New Progress in Development in 2017:

Municipal GDP expected to grow 6.7%;

Fixed-assets investment expected to grow 13.5%;

Scale industry added value expected to grow 5.5%;

Total volume of retail sales of consumer goods expected to grow 10%;

Per capita disposable income of residents expected to grow 9.5%;

Economic and social development were in a steady range

1. Rapid Growth in Industrial Development

A leap-forward development in industrial parks (whole municipal parks scale industry added value accounted for 71.3%, up 4.3% over the same period last year; 10 municipal industrial parks signed 325 industrial programs, contract investment reached 78.7 billion yuan);

Fast expansion in trade and commerce logistics;

Continued growth in all-for-one tourism (tourist trips totaled 52 million);

Steady development in modern agriculture (56,600 hectares of high-standard farmland were completed; 6,791 hectares of farmland were newly added)

2. New Progress in Opening-up

More opening-up platforms;

More open to the outside; (the total import and export volume of 2017 grew 70%, and ranked 3rd in Hunan; added to the list of ‘Top 100 Foreign Trade Cities in China and ranked 1st in Hunan);

A wider opening-up scope (overseas investment enterprises increased to 36 and covered over 20 countries)

3. A Breakthrough in Infrastructure Construction (113 major construction programs were completed with an investment of 68.36 billion yuan, a year-on-year growth of 39%)

A convenient and highly-efficient transportation system is gradually taking shape (118 kilometers first-level highways were added and the total mileage ranked 2nd in Hunan);

A powerful, year round, water conservancy system was constructed;

A diverse energy system was gradually becoming sound.

4.  A Leap-forward Progress in Reform and Innovation

Reform was carried out in pilot areas;

Innovation was implemented to lead its development

5.  High Stress on Ecological Conservation

Efforts were made to deal with large rivers and lakes comprehensively;

Efforts were made to strengthen environmental conservation inspections in the central area

6.  Significant Improvement in People’s Livelihood (Per capita disposable income of urban and rural residents hit 30,025 and 14,234 yuan respectively; the realization degree of building a comprehensive well-off society grew to 96%);

Poverty-alleviation;

Flood control and natural disaster relief;

Social undertakings;

Social governance

7.  Significant Progress in Construction of the Democratic and Legal System

General Requirements for Government Work in 2018:

Persist in the guidance of the thoughts of socialism with Chinese characteristics in the new era put forward by President Xi Jinping;

Implement the spirit of the 19th CPC National Congress and the spirit of the conferences on economic work of the Central Party Committee, the Provincial Party Committee and the Municipal Party Committee;

Maintain the general work keynote featuring ‘seeking progress while maintaining stability’;

Pay close attention to the changes in main social contradictions and perform all such tasks well as ‘stabilizing growth, enhancing reform, adjusting structure, benefiting the public and preventing risks’ in a coordinated way according to the requirements of high quality development;

Resolutely resist major risks; win the battles of targeted poverty-alleviation and pollution prevention and treatment;

Carry out the strategy of opening-up led by innovation;

Push forward ‘Four Great Battles’ to speed up the construction of a regional central city and a well-off society in an all-round way; make progress in the process of pursuing growth

Economic and Social Development Targets in 2018:

Regional GDP grows around 8%;

Fixed-assets investment grows 13%;

Scale industry added value grows 7.5%;

Total volume of retail sales of consumer goods grows 11.5%;

General public budget revenue grows 9%;

Per capita resident disposable income grows over 9%;

Consumer price index growth rate is controlled within 2%.

Main tasks:

First, stick to economic quality and benefit improving to upgrade Yueyang

1.Put into place the ‘Ten Park Items’ to make the industrial economy grow;

2.Put into place the ‘Ten Opening-up Items’ to make port economy expand;

3.Put into place the ‘Ten Non-Public Sectors Of the Economy Items’ to make private economy improve;

4.Put into place the ‘Ten Financial Items’ to make real economy stabilize

Second, stick to programs to develop Yueyang

Attach importance to the construction of transportation program, water conservancy program and energy program

Third, stick to the connection and combination between urban and rural areas to create a new layout for Yueyang’s development:

1. Speed up constructing large Yueyang City circle;

2. Push forward expanding and improving counties and towns;

3. Vigorously carry out the rural area revitalization strategy

Fourth, stick to reform implementation to strengthen the driving force for Yueyang’s development:

1. Deepen reform in an all-round way (deepen economic system reform, administrative system reform and rural area comprehensive reform);

2. Implement innovation to make it the leading force

Fifth, stick to strict ecological control to maintain the ‘lifeline’ of Yueyang’s development:

Strengthen water, soil, and air pollution prevention and control;

Sixth, stick to joint prevention and control of risks to reinforce the ‘firewall’ of Yueyang’s development;

Strictly prevent and control financial debt risk; safe production risk; and social stability risk

Seventh, stick to co-construction and sharing of achievements to improve the benefit of Yueyang’s development:

Strongly push forward poverty-alleviation;

Comprehensively make social undertakings prosper;

Earnestly perform all tasks well to benefit people’s livelihood
