Yueyang Economic and Technical Development Zone (ETDZ) is one of the first group of development zones founded by river-line cities to open to the outside world. It started development and construction in 1992 and was upgraded as a national economic and development zone in March, 2010.
In the 20 years since its founding, the development zone witnessed establishment of three industrial parks, namely Bai Shiling Comprehensive Industrial Park, Kang Wang High-Tech Industrial Park and Jian Shenqiao Industrial Park, Modern Sun Bridge Logistics Park as well as the Yueyang Avenue Comprehensive District. The construction of Mu Ligang Industrial Park and Jin Fengqiao Modern Financial and Business District was initiated, with over 600 various enterprises. Of the total, there are 153 enterprises above designated size with such industries as advanced manufacturing industry, biomedical industry, new materials, electronic PV and modern logistics taking shape.
The zone has been served as Yueyang¡¯s window to the outside world, a main front for attracting investment, a major base for propelling new-type industrialization and a new source of economic growth. In 2011, it achieved a GDP of 15.8 billion yuan, of which added value of industries above designated size accounted for 14.4 billion yuan, a year-on-year increase of 14.8% and 16% respectively. And its fiscal revenue hit 1.1 billion yuan, a growth of 21.4%.
The Working Committee and Management Committee of Yueyang ETDZ have confirmed the next decade (2012-2021) as its period of ¡®the second venture¡¯, comprehensively promoting leapfrog development of economic society. At present, in accordance with general motto of establishing itself as ¡®the window to the outside world, platform of industrial upgradation, demonstration of urban-rural integration, pilot of institutional innovation, and bellwether of ¡°Two-oriented¡± Society (resource-saving and environment-friendly society) , the development zone strongly propels the construction of 20 square kilometers of new-type industrial park and 8.7 square kilometers of modern financial and business district. It also lays emphasis on the development of three major industries--advanced manufacturing, biomedical industry and high-end services, focuses on cultivating 3 to 5 featured industrial chains with output valued more than ten billion yuan and tax revenue over one billion yuan. It strives to build three major bases of national industries¡ªmagnetic application equipment manufacturing, petrochemical equipment manufacturing as well as papermaking and environmental protection equipment manufacturing, aiming at impelling industrial transformation, advancement and leapfrog development. Meanwhile, it takes full advantage of the overland traversing north and south, and of the port¡ªCheng Lingji Port which is the only national first class international [d1] port of and a cross-strait direct shipping port in Hunan. It has also committed itself to promoting the construction of five square kilometers of Hongshan Logistics Park and forging the largest modern logistics distribution base in central south China so as to achieve the goal of building it as industry development demonstration zone with over a hundred billion output values by the end of the Twelfth Five-Year Plan period (2011-2015).
