Hunan Takes Measures to Reduce Cargo Clearance Time

This year, the clearance time for export and import cargoes handled in Hunan will be reduced by over one-third compared with that of 2016. To improve cargo clearance time, the Changsha Customs announced on April 9, 2017, that ten measures will be taken.

Some of the measures are as follows:
1. To deepen national customs clearance integration
2. Continue to implement paperless customs clearance
3. Increase the proportion of taxes paid by e-payment mode
4. To popularize and apply the taxation collection mode of personal income tax finalization
5. To roll out the customs clearance mode of ˇ°declaration in advance, and inspection and release upon cargo arrivalˇ± in Huanghua International Airport and XiaˇŻning Port
6. To provide maximum convenience for advanced certified enterprises
7. To establish a standard online ˇ°single windowˇ± for foreign trade

Director of Changsha Customs Nong Yujie introduced that Changsha Customs has simplified and reformed customs declaration formalities for inbound/outbound goods to improve performance of the customs. Several on-going measures facilitating customs clearance are continuing to be deepened and extending their coverage of services, in order to streamline customs process for enterprises.

Statistics show that in 2016, the customs clearance time for a single inbound/outbound cargo, which is handled in Hunan, reduced from 30.22 hours and 2.28 hours to 20.2 hours and 1.5 hours respectively.
