Hunan Maps out Environmental Protection Measures for 2017

The Hunan Department of Environmental Protection, on March 21, 2017, convened a meeting to map out the annual plan for the improvement of air quality, water quality and soil conditions.

Intensified efforts will be made to prevent and control air pollution. To address industrial pollution, Hunan plans to complete upgrade of more than 17 thermal power generation units to achieve ultra-low emissions, denitrification of small coal-fired boilers, and dust pollution treatment for 67 new dry cement production lines, over the course of the year. An updated air pollution prevention mechanism will be launched for non-ferrous smelters, and large iron and steel enterprises. Hunan will phase out yellow label cars (heavy-polluting vehicles), as well as old and used motor vehicles. All vehicles are required to use China V gasoline. 

Water environment management will be pushed forward. Initiatives will be made to   strengthen inspection and treatment of industrial point source pollution in Dongting Lake area, to carry out "five special actions" and "ten key projects", and prevent and control agricultural non-point source pollution. By the end of this year, over a half of the waste water treatment in urban areas of prefecture-level cities shall be fulfilled. All industrial cluster areas shall build standard sewage centralized disposal facilities, and install automatic online monitoring devices.

Measures will be taken to actively prevent and control soil pollution. The measures includes conducting a soil environmental pollution survey, building a soil pollution prevention and control pilot area in Changde City, and implementing 41 soil pollution control projects.
