Hunan Launches Unified Natural Recourse Registration Pilot

The Hunan Provincial Government convened a work conference on March 7, to promote unified registration of real estate and natural resources. According to the conference, Liuyang City, Zhijiang Dong Autonomous County, Lixian County, and Nanshan National Park in Chengbu Miao Autonomous County, were designated by the Central Government as unified registration reform pilots. Related work has been launched officially.

Unified registration of natural resource is based on property rights of all natural resources including rivers, forests, mountains, grasslands, uncultivated land, beaches, and mineral deposits with proved reserves. It aims to sort out property rights of natural resources, in order to establish a corresponding management system highlighting clarified obligations and rights, and efficient supervision, so as to promote effective protection.

Examinations will be organized by the Hunan Provincial Government next March, to check the reform progress in these pilot areas. Assessment by the Ministry of Land and Resources will be launched before the end of next June.
