Yueyang Increases Inter-provincial Government Services

On November 18, ten cities (prefectures or districts) from seven provinces, two autonomous regions, and one municipality including Hunan's Yueyang City and Guizhou's Guiyang City, Tibet's Lhasa City, and Chongqing Municipality signed a strategic cooperation alliance agreement for inter-provincial government services. According to the agreement, applicants for people¡¯s livelihood services can have them done in any place in the alliance. These include matters regarding employment and entrepreneurship. The ¡°circle of friends¡± of Yueyang¡¯s government services has been enlarged to 139 districts (counties) of 40 cities (prefectures or districts) in 15 provinces (autonomous regions, municipalities). A total of 140 services can be handled through one-step approval process.

Since last year, Yueyang has reformed and innovated government services, and reached cooperation agreements with 12 places in 4 provinces along the Yangtze River, including Hubei and Jiangxi, where people flow frequently. Yueyang and the four provinces have established an inter-provincial government service mechanism through setting up service windows on each other's side, connecting service systems, building video links, and mutually recognizing licenses and certificates. The mechanism of ¡°inter-provincial affairs¡± promotes ¡°having multiple services done in a convenient way via the single access¡±. Yueyang has a large number of migrant workers coming from Hubei Province. In light of that, the city has streamlined the registration of newborns with the need for only one application process. The registration can be handled at hospitals through data and information transfer based on inter-provincial system. The tailor-made service is the first of its kind in the country. So far a total of 126 newborns who were born in Yueyang but their registered permanent residences are in Hubei have been registered in Yueyang.

Yueyang Municipal Bureau of Governmental Review and Approval Services has extended the inter-provincial government service to grassroots level. The authority has coordinated with government service agencies at various levels to make government services accessible online, directly handled it in their localities, and entrusted to others outside the administrative area. Efforts have been made to ensure grassroots-level public services will be fully covered. An online service platform connected service windows, computers, mobiles, and self-service terminals at city, county, township, and village levels has been established. Yueyang has taken the lead in China in getting government services applied nearby and processed remotely. Commonly asked government services can be handled via self-service terminals.

Since the beginning of this year, Yueyang¡¯s inter-provincial government services have increased on a monthly basis, with the highest reaching nearly 2,000. Social security inquiries, newborn registration, and other people¡¯s livelihood matters accounted for more than 50% of the total.
