Outline of Hunan Provincial 14th Five-Year Plan Issued

The Hunan Provincial Government Information Office held a press conference on March 25. It issued the "Outline of Hunan Province's 14th Five-Year Plan (2021-2025) for National Economic and Social Development and the Long-Range Objectives through the Year 2035".

According to the Outline, by 2025, a modern new Hunan will be built with better economic benefits, stronger innovation capabilities, deeper reform and opening up, higher civilization, more beautiful environment, better quality of life, and better governance efficiency.

By 2035, Hunan will become a strong province in economy, science, education, culture, opening up, and health . It will be built into an attractive and prosperous province with a promising future. The province will basically realize socialist modernization.

Hunan will focus on the construction of a modern new Hunan in eight aspects:

-develop Hunan into a hub of advanced manufacturing industry of national importance, a hub of technological innovation with core competitiveness, and a hub of reform and opening up in inland regions;

-promote coordinated development between rural and urban areas;

-integrate into new development paradigm;

-implement rural vitalization;

-promote harmony between humanity and nature;

-improve people¡¯s well-being;

-strengthen cultural inheritance and innovation; and,

-maintain social stability and security.

The Outline is the first five-year plan for Hunan's new journey toward the construction of a modern province. It serves as a program of action for Hunan people of all ethnic groups. The province started drawing up the Outline in April 2019 and spent one year and ten months to finish it. The CPC Hunan Provincial Committee and the Hunan Provincial People¡¯s Government have attached great importance to the preparation of the Outline and set up a "14th Five-Year Plan" formulation and coordination leading group with 33 departments participating.
