Five Entry-Exit Facilitation Measures to Take Effect on Sept. 1
Hunan Province will implement 5 entry and exit facilitation measures from September 1, 2018, according to the unified arrangement of the State Immigration Administration. The Hunan Provincial Public Security Department released it on August 29.
1. Mainland residents may apply for entry-exit certificates renewal (reissue) in different places across the country. Applicants may apply for renewal or reissue of ordinary passports, two-way travel pass to Hong Kong and Macao, and two-way travel pass to Taiwan at any entry-exit administrative department in the country. The application procedures are the same as in the place of domicile.
2. Mainland residents may handle the group endorsement of the two-way travel pass to Hong Kong, Macao, and Taiwan in different places across the country. By holding valid two-way travel pass to Hong Kong and Macao or the two-way travel pass to Taiwan, applicants may handle the group endorsement of the two-way travel pass to Hong Kong, Macao, and Taiwan at any entry-exit administration of public security authority in the country. The application procedures are the same as in the place of domicile.
3. The time limit for the issuance of entry-exit documents of mainland residents is shortened to 7 working days.
4. Facilitate foreigners with emergency needs. Including:
a. For foreigners who need to re-issue their visas for the loss of their passports, with the letter of explanation provided by the inviting unit and the fixed date and the plane (train, boat) ticket, shall be accepted and approved immediately;
b. For foreign crew and their accompanying family members who are in urgent need of applying for a stay permit to leave the city port and transit out of the country, with the ship agency company guarantee letter and the fixed date and the plane (train, boat) ticket, shall be accepted and approved promptly; and,
c. For foreign tour group members who are in urgent need of applying for the group visa to separate and leave the country, with the letter of explanation provided by the host travel agency and the fixed date and the plane (train, boat) ticket, will be accepted immediately.
5. The border inspection online application procedures for ships on international voyages is implemented. The person in charge of the entry-exit vessel or his/her exit-entry business agent shall declare the entry-exit vessel and crew information on the public security entry-exit Internet service platform or of international trade ˇ°single windowˇ±, and no paper declaration form shall be submitted.
