Secretary Zhang Inspects Yueyang City
Zhang Qingwei, secretary of the CPC Hunan Provincial Committee, inspected the economic and social development and the pilot free trade zone construction in Yueyang City on October 30 and 31, 2021. He asked to study and implement the spirit of President Xi Jinping¡¯s important instructions on Hunan Province; adhere to the principle of making concerted efforts on conservation of the Yangtze River and stopping its overdevelopment; fully and faithfully implement the new development philosophy; protect the Yangtze River with a high sense of political responsibility; better serve and integrate into the development of the Yangtze River Economic Belt; and, accelerate Yueyang¡¯s progress to a new level.

Secretary Zhang listened carefully to the report on Yueyang City and fully affirmed the economic and social development of Yueyang City in recent years. He emphasized that efforts should be made in the following aspects:
-Build a high-standard green development demonstration zone of the Yangtze River Economic Belt. We should implement Xi Jinping thought on eco-civilization, strengthen ecological restoration and governance of the Yangtze River and the Dongting Lake, continue to do well in the Yangtze River¡¯s ¡°ten-year ban on fishing¡±, coordinate and promote the pollution control and river bank treatment along the tributaries of the Yangtze River, implement the river (lake) chief system, develop new industries and formats based on ecology, and strive to turn the Yangtze River riversides into beautiful scenery routes, and the Dongting Lake area an amazing lakeside;
-Create a high-quality growth pole for Hunan¡¯s high-quality development. We should strengthen economic operation and dispatch, support companies to get out of trouble, ensure stability on six fronts and security in six areas, accelerate industrial transformation and upgrading, promote agricultural and rural modernization, and accomplish annual targets and tasks;
-Be a pioneer of reform and opening up in the inland regions. We should take reform and opening up as the ¡°winning trick¡± for Yueyang¡¯s development, focus on the construction of the free trade area, speed up the building of a port-based national logistics hub, deepen reforms in key areas, and create a market-based international business environment that respects the rule of law;
-Do everything possible to improve the people¡¯s livelihood and well-being. We must resolve the pressing difficulties and problems that are of the greatest concern to the people, strengthen employment services for key groups such as college graduates, rural migrant workers, and veterans, take legal measures to address at the root wage arrears owed to rural migrant workers, and consolidate and expand poverty alleviation achievements in coordination with the extensive drive for rural vitalization;
-Coordinate development and security. We must remain vigilant against the COVID-19 epidemic, spare no efforts to ensure work safety, take multiple measures to guarantee power supply, and make every effort to create a safe and stable social environment; and,
-Fulfill the political responsibility for governance over the Party at each level of the Party organization, strengthen the building of the leadership teams and cadres after elections, continue to do a good job in Party history learning and education, further consolidate the primary level foundation, work harder to improve Party conduct and ensure clean government, and maintain a wholesome political atmosphere.
He also requested to organize and guide the cadres and the masses to make suggestions for the event of ¡°Welcoming the CPC Congress and Achieving New Development Results¡±, so as to gather and contribute wisdom to the construction of a modern new Hunan.
